Ethical standards exemption-Connecticut

Does "knowingly" include the state's prosecutor hearing blatant lies told by an animal control officer's deposition and then again while he repeatedly perjured himself on the stand? Does sudden ignorance or amnesia when being caught telling a lie and called on it somehow excuse it? Apparently in Connecticut! Specific examples soon to follow here, stay tuned.....
